I'm doing a lot of work for small developers and homebuilders who don't use CAD or GIS. They just want to understand their site.
Currently sending them PDFs of the ortho with annotations but it feels flat. Is there a good way to share interactive maps or 3D models that doesn't require special software on their end?
Browser-based solutions preferred since these guys barely use email.

Sign inDroneDeploy's sharing links are perfect for this. Zero software required, they click a link and get an interactive map in their browser. Can measure, annotate, toggle layers.
For 3D, Sketchfab works great. Upload your mesh and send a link. Works on phones too.
We started creating simple Loom videos walking through the data. Record your screen showing the ortho, point out key features, explain the contours. Takes 5 minutes and clients love it.
Much more effective than sending raw data they don't understand.
