Getting conflicting information on this. I have my Part 107 and I'm doing photogrammetry for various clients. Some are asking for topographic maps with contours and spot elevations.
A surveyor friend says I need a PLS license to deliver anything with elevations on it. A lawyer friend says photogrammetry isn't surveying. My state board's website is unhelpful.
What's the actual situation? State is Colorado if it matters.

The safe answer: partner with a licensed surveyor. They stamp the deliverables, you do the flying and processing. This is how most drone operators handle it legally.
The practical answer: many drone operators deliver this data without a license and nobody has been prosecuted yet. But the risk is real.
PLS here. The distinction most boards make is between "surveying" (establishing boundaries, creating legal documents) and "mapping" (general topographic information for planning purposes).
If your deliverable is being used for construction or design, it should be stamped. If it's for planning, inspection, or general information, you're generally fine.
But get legal advice specific to your state. Don't rely on forum posts for this.
